"I found this tournament quite interesting. Rarely in my life have I come across competitions or participants as... interesting as you, Bulma," Whis said, slurping his instant ramen soup as he approached her.
"You don't look old. Could you please tell me how you take care of your skin? Your hair is really shiny. You must tell me what brand of conditioner you use." Bulma ignored Whis and went her way, causing him to look at her strangely before continuing to slurp his ramen soup.
"What do you want to accomplish with those compliments?" Although Whis's tone was cold, a small smile appeared on his face because the blue-haired girl's compliments pleased him.
"Remember that project I told you about?" Bulma asked, taking a seat at the table.
"Oh yeah... A forum? Where martial artists can share?" Whis recalled the peculiar idea the girl in front of him had communicated to him several days ago.
"Yes. What do you think of that idea?" the blue-haired girl asked again. Whis paused considerably. He had even stopped eating before answering.
"It might be useful. However, why would you want to popularize something like that?" Whis questioned, causing Bulma to smile before looking up at the sky.
"Open our eyes to humans! We have techniques and talent, but we don't know the vastness of space. Great fighters barely reach hundreds of power units, but a private in space has 1,200 power points.
I don't like that! I want to organize fights, explore space, and share ideas with the talented people scattered across the stars," Bulma confessed. Whis nodded when he heard her.
'If those warriors can improve their energy control methods by taking inspiration from the Terrans, the level of Universe 7 may improve a little,' the angel mused. He had always been a little uncomfortable with this topic.
Beerus, his pupil and the God of Destruction, was considered the most powerful in his position in the 12 universes. However, he was a great slacker. He relegated his duties to the Cold Demons and barely performed his tasks himself.
He didn't even go out to solve the problem caused by the magical being Majin Boo! If not for his foresight in sealing a Kaio-Shin in a sword, he might have died in his sleep.
Whis knew of the current Kaio-Shin's existence, but he never liked him. He was too inexperienced and ignorant. He was even unaware of Beerus's existence. What kind of god doesn't check the available records to learn more about his universe?

From the fact that the angel did not detect any divine Ki, he would have thought Bulma was a divine creature born of the world or had achieved a level of divinity.
He had encountered beings like that before: entities born with divine Ki, like Sensui, or people who attained that level of power through training or rituals.
'Now that I remember, wasn't Yamoshi someone who attained divinity? And now there's one of his congeners here!' Whis averted his gaze to the young Saiyan, Son Goku.
Talents that could reach the level of deity were common to Whis but exceedingly rare to the rest of the universe. If Freezer decided to train and exploit his potential, the angel believed that he would surely reach that same level.
The same happened with every 'Legendary Super Saiyan.' Whis would approach these beings to see if they could master their exuberant power. If they did, they would be excellent candidates for Destruction God. However, they always ended up dying because of their lack of control.
Whis now detested the term lack of control' when he thought of those powerful beings in the universe, including Majin Buu. To the angel, Buu was just a lack-of-control entity with no value.
'If Ki's control and philosophy of martial arts expand throughout the universe, how many talented individuals will emerge? I can't wait to see! Although there will surely be chaos, I hope Merus won't be overwhelmed,' Whis thought of his younger brother, the angel trainee who had become a prominent galactic patroller.
To the angel's powerful mind, all these thoughts were a mere instant. To Bulma, it was just watching Whis be silent for a moment, enjoy his soup, and then burp briefly before speaking.
"Your thoughts please me, but I must warn you. I am extremely neutral. While I can provide you with assistance, any trouble your forum causes is solely your responsibility. Do you understand?" stated Whis. He had not yet told anyone his true nature, though he had briefly revealed a bit of his status.
Bulma already knew about Whis, and, although wary of her memories of this being, hearing his words almost made her jump for joy. She managed to contain her mirth, though, and simply nodded.
"A little chaos and trouble are inevitable! But as long as the forum can't be knocked down, and as long as it doesn't affect humanity, I don't care. I plan to create two platforms: one exclusively for humans and the other for the universe.
There will be certain prohibitions, such as..." Bulma fully explained her plan to Whis, which differed from the first time she told him her idea because now she had a much more complete and structured plan.

"You say this is a phone?" Yusuke Urameshi asked, looking quizzically at Bulma as she held a strange object in her hands: a rectangular device with a dark crystal and small buttons on the side.
"It's quite sturdy!" said Rock Lee, squeezing the device tightly in his hand. He was quite interested in what Bulma called a 'smartphone.'
The two boys were quietly enjoying a short vacation on the beach of the island before leaving for hard training when Bulma suddenly appeared in front of them. Several days had already passed since the finals.
"Yes, it has many functions. Read the instructions. If in doubt, just call me using it," replied Bulma. She passed two small booklets to the boys in front of her before flying away.
"Hey, didn't you say you wanted to ask her out?" asked Yusuke suddenly, causing Rock Lee to duck his head, embarrassed.
"I felt it was inappropriate! When the tournament ended, I wanted to approach her, but then I saw her chatting animatedly with a girl named Lazuli... I didn't mean to interrupt," Rock Lee mumbled, causing Yusuke to shake his head. He looked toward the crowd of people on the beach.
"Well, you're strangely polite, and I don't know how saying that could sound so weird." Yusuke covered his face with the pamphlet Bulma had given him.
"Never mind. How about we try out these new phones?" Rock Lee changed the subject, and both young men began fiddling with the devices and found them easy to use.
They created accounts for a couple of strange apps on their phones. One was a martial arts forum exclusively for Earthlings, where they found a couple of interesting posts.
"Hmm? Master Yujiro has an account, too!" Yusuke exclaimed, pointing to a post at the top of the 'Public' area of the forum titled 'How to Be a Real Man.'
"Yusuke... Do you believe in aliens?" Rock Lee asked suddenly. Unlike his friend, he had started checking the other app first, which was simplistically named 'Space Forum'.
The featured post in this forum's public zone was 'The Benefits of Joining the Freezer Army,' posted by 'True_Captain_Ginyu,' with a picture of a strange being in an even stranger pose.
"What?" asked Yusuke before looking at Rock Lee's phone. He blinked several times to process the strange image and gave his partner a subtle glance.
"I didn't think you liked those things, my friend, but I support you," said Yusuke, putting his hand on Rock Lee's shoulder. He then focused on his new phone because, according to Bulma's manual, he could download games. She recommended one called 'Flappy Nimbus.'
"Huh? Thanks, I guess, but it seems the name of this forum is appropriate. It allows us to connect with people in space." Rock Lee wanted to comment on Captain Ginyu's post, but was blocked when he referenced his home planet. A pop-up appeared in front of him:
'Any mention of your home planet will be considered spam, and your comment/message will be blocked. Please keep your home world quiet.'
This warning only appeared to humans. Bulma was quite hypocritical in this sense; she only cared about humans. Thanks to the technology obtained each time Jaco returned from space, Bulma had quite good knowledge of universal communications.
She also received some help from Whis' angelic abilities, but this was within the angel's allowance. He communicated directly with Freezer, telling him about this application and adapting it to his communication systems.
Not only on Earth, but throughout the universe, many people found this application peculiar and barely paid attention to it.

In the month since the tournament ended, Capsule Corp's smartphone became increasingly popular, and people who were not martial artists became interested in these two apps.
However, access to the space-exclusive app was only granted by invitation, while the Earth-exclusive app was available to everyone. This made some people want to create an account on the exclusive forum, but only a few were able to do so.
Due to this phenomenon, many people became interested in martial arts, especially since the tournament boom was still ongoing and Capsule Corp was heavily advertising the topic.
Slowly but surely, many decided to train by following basic advice certified by forum members. Humanity was becoming a superhuman society, all achieved through marketing.
"The average human power level is now 10," said Bulma, who was flying over West City. With a single Ki scan, she could see how many people dedicated 30 minutes to training for mere pleasure, not because they were forced.
This increased their power levels, perhaps reaching a limit, but higher than before. Bulma saw this as an unleashing of untapped power, but she knew that such bland training would not make them stronger, though it would make them healthier.
"I've accomplished what some reincarnated guys want to accomplish, but they juggle too much to achieve it." Bulma laughed at the thought, imagining that if Raditz fell to Earth in the future, he would be surrounded by relatively strong people.
"Although if Raditz decides to train, wouldn't he get stronger that way? That's nice! Hmm... Did I just sound like Goku?" The blue-haired girl muttered before laughing harder as she soared higher and higher, surpassing the clouds.
As she ascended, the phone in Bulma's pocket vibrated. When she picked it up, she realized the strange man she had been arguing with on the forum had answered.
"I miss arguing with strangers on random forums," Bulma said before swearing at the strange, bearded, tentacled alien. The guy didn't understand how to change the color of a Ki attack.
'Just do it! It's super easy, son of your tentacular mother!' wrote the delicate Miss Brief, whose beautiful, delicate face was outlined by the sunlight.
