If the goal was to elevate the Uchiha, then proximity and collaboration were key.

"The Police Department only serves to alienate the Uchiha from the rest of the village. It's a thankless job—and all it takes is a whisper from the wrong mouth for the people to start seeing the Uchiha as arrogant elites."
He was one step from saying Danzō's name outright.
"So… you want the Uchiha to withdraw from the Police Department?" Shisui's face tensed with conflict.
He himself was a captain in the Konoha Military Police Force. No one knew better how deeply his clan valued the role—it was their pride, their banner.
Even if Ishiki's arguments were sound, and recent observations supported them, the idea of abandoning the Police Department? It felt impossible.
Even if Clan Head Fugaku were shown all the evidence, he likely wouldn't agree. That position had always been the Uchiha's pride.
"Try reframing the idea. Get more clans involved in the Police Department. Make it no longer bear the name 'Uchiha.'" Ishiki's tone darkened slightly.

"The tighter the Uchiha grip on the Police Department, the deeper the village's resentment. And if a Hokage were to rise from the Uchiha under those conditions… what would that mean for the power balance?"
Ishiki kept pressing. Shisui listened, thoughtful.
He had always wanted harmony between the village and his clan.

For the first time, a steely light burned in Shisui's eyes.
"…Huh?" Ishiki blinked, dumbfounded.
"I can be your eyes," Shisui said gravely. "As long as, once you become Hokage, you ensure peace and prosperity between Konoha and the Uchiha."
Ishiki stared back just as seriously. "Shisui, I think you're more suited to be Hokage. Only if the Uchiha produce one themselves can they truly integrate into Konoha as equals."
"You are the ideal leader to guide the Uchiha forward. You love this village. I know your resolve to protect it."
"Believe me—you are the best candidate for the Fifth Hokage. Orochimaru-sama and I both think so."
