To say the Roger Pirates had no ties to the World Government was an understatement. If anything, they were diametrically opposed in principle and history. So, the sudden attempt by the World Government to initiate a "cooperation" stunned not only Roger and his crew but also left them deeply suspicious.
The masked CP0 agents, walking effortlessly through the air via Geppo, descended and landed steadily on the deck of the Oro Jackson.
"Your World Government wants to cooperate… with us?" Silvers Rayleigh asked, tone sharp and questioning.
"Yes," one of the agents replied curtly, his voice distorted by the mask.
"Stop messing around," Jabba snapped, his arms crossed as he glared. "We're pirates. The worst kind. You really think we'd believe the World Government wants to ally with us?"
Indeed, the Roger Pirates had spent years sailing the Grand Line, challenging the Marine establishment and defying the authority of the Celestial Dragons. The thought that the World Government—the very system they stood against—was extending an olive branch sounded like the setup to a trap.
"That's exactly why we're here," the agent replied calmly. "Because you're pirates."
Roger's interest piqued. "Oh? Then tell me, just what kind of 'cooperation' are you proposing?"
The lead CP0 agent placed his gloved hands behind his back and responded smoothly. "I believe you've noticed how massive the influence and might of the Rocks Pirates has become in the New World."
That name instantly caused the air to tense.
"Rocks Pirates… You're saying the alliance offer has something to do with them?" Rayleigh's gaze sharpened.
"Yes. Soon, there will be a full-scale war between Marine Headquarters and the Rocks Pirates at the Valley of the Gods. We are inviting you to participate in that war."
Roger, Rayleigh, and Jabba exchanged glances. The Valley of the Gods was no ordinary place.
"Isn't that the sacred land of the Celestial Dragons?" Roger asked, his tone edged with suspicion. "Why would Rocks stage a war there?"
Even if Roger had no love for Rocks, he wasn't the type to be easily manipulated into war. Especially not by the very people he distrusted most.
"If this is a lie," Rayleigh said coolly, "and we show up only to face Marine ambushes instead of the Rocks Pirates… there won't be a single World Government dog left standing."
"You don't need to know every detail," one CP0 member said, dodging the inquiry. "What you do need to know is whether you'll stand with us to bring down Rocks."
"That's not good enough," Jabba barked. "We don't march blindly into a trap."
The CP0 agents hesitated, then finally—the lead member spoke again, more solemnly.
"The Valley of the Gods... houses Uranus—one of the Ancient Weapons."
The words dropped like a thunderclap.
"Uranus???"
Roger, Rayleigh, and Jabba stiffened. According to scattered legends and Poneglyph texts, Uranus was a world-ending weapon said to rival even Pluton and Poseidon.
"And you just happened to 'lose' it?" Rayleigh said skeptically, arms folded.
"It was hidden long ago by one of the Celestial Dragon elders. Even we haven't uncovered its exact location yet," the CP0 agent admitted.
"That's why the Rocks Pirates are going there," another CP0 agent added. "They intend to retrieve Uranus. Our intelligence is absolute."
The implications were massive. With Whitebeard, Kaido, Big Mom, Shiki, Captain John, and Ayr already forming the Rocks core, giving them control of Uranus would shatter the global balance of power.
"And you want us to be your sword?" Roger mused. "Fine. Show us the way. We'll deal with Rocks... our way."
Rayleigh nodded, and Jabba cracked his knuckles. If Rocks was gunning for a weapon that could destroy the world, then this wasn't just about pirates. It was about survival.
Meanwhile—
Across the sea, the Wald Pirates were also contacted by the World Government.
Byrnndi World, the captain of the crew known as the "Destroyer of Worlds," did not hesitate for a second. He wanted to join this war.
He had a personal grudge—an unsettled debt.
During the incident on Beehive Island, Ayr had robbed him of every treasure he seized at auction. Wald had vowed revenge. Now, with the chance to annihilate the Rocks Pirates and strike directly at Ayr, his decision was instant.
"There's no way I'm passing this up," Wald growled. "This time, I'll crush Ayr myself."
His eyes gleamed with malice as the sails of the Great Waldo turned toward the Valley of the Gods.

The vast horizon loomed ominously as Marine forces gathered along the shores.
"I've been waiting for this," Garp muttered, fists clenched, the unmistakable glint of battle excitement in his eyes. "Time to crack some Rocks skulls."
"Don't get careless," Sengoku warned beside him, his usual calm replaced by grim caution. "This war will dwarf what we saw at Hive Island. It's life or death—for all of us."
Indeed, the Rocks Pirates weren't just strong. They were a storm, a force of chaos.
"This time," said Zephyr, joining them, "we're not alone. The Roger Pirates and the Wald Pirates have both agreed to assist."
Sengoku furrowed his brow. "We're really going to rely on pirates now?"
"I know it's distasteful," said Vice Admiral Tsuru, stepping forward. "But the truth is—this alliance increases our chances of survival… and victory."
These weren't ordinary pirate crews. Each had fearsome reputations and combat strength to rival the best Marine forces. Roger, Rayleigh, Jabba, and Wald… every one of them was a monster in his own right.
"Tsuru's right," said Fleet Admiral Kong, his broad figure casting a long shadow over the others. "If we can reduce casualties and end this war faster, then it's worth the stain."
He sighed, then added, "Justice is important—but the lives of our soldiers are more important."
The Marines had spent the years after Hive Island in relentless training, forging their minds and bodies into weapons sharp enough to challenge the monsters of the sea. Garp, Sengoku, Zephyr, and Tsuru had pushed themselves to their limits—and now, their strength was leagues beyond what it had once been.
"For the last few years," Garp said, cracking his knuckles, "we've trained like demons to match the Rocks Pirates. This time—we're going to end them for good."
As dawn began to break over the island's cliffs, and the wind carried the scent of war, the fate of the world teetered on the brink.
The Valley of the Gods would soon become a battlefield of legends.
