He is a Mexican Dutch, studying at Delft University of Technology. His parents took him abroad when he was very young, but he was always bullied in the Netherlands because Mexicans are a minority.
However, he entered university at the age of 16, obtained his doctorate at 24, and became the youngest associate professor at Delft University of Technology. Just as everything seemed to be going smoothly, Victor issued the "Global Mexican Initiative," hoping that all knowledgeable people could return to the nation to build the motherland.
