Water
The source of all biological life, mammals, crustaceans, reptiles, Avians, even microorganisms like Bacteria. None could survive without Water.
But in a world where the supernatural exists, life exists outside of simple biology. There exists life that exists as pure energy, minerals, and even Gelatinous material. So, if not whatever then what is the source of these creatures?
To say it isn't water would technically be incorrect as it is the origin concept of water, The Primordial Sea. It is a kaleidoscope of colors and possibilities which would melt the brains of the average human trying to observe it. The sea is where concepts, energy, matter, and physics congregate and because of this the Sea exists outside of conventional space, it is a realm between all of reality.
Energy no matter the type, whether magical, or physical meet in the sea. The sea created the possibility for these creatures to exist by allowing for the combination of the concept of "Life" to exist universally outside of biological matter.
The concept of the "Primordial Sea" exists across many worlds, an example of it can be found in the same place Visions originate from, Teyvat.
The Primordial Sea in Teyvat exists as a physical place under the country of Fontaine. It is the thing that all life on Teyvat originated and using it as a basis new life can easily be created and is the purest form of water and hydro energy. However, the Sea of Teyvat was "claimed" and couldn't grow beyond the confines of its origin, first the "Hydro dragon Sovereign" gained authority and control over it, and after the dragon sovereign was killed and its authority was taken it then went to be given to the Hydro Archon Egeria. From the beginning of its conception, it was limited to its simple concept of Water and life.
However, the Primordial Sea in the world of Draconic Deus, exists outside of conventional space and it never gave birth to an entity that contains its authority, so it was never limited, it was allowed to grow beyond its initial limits of life to become something that encompasses all concepts, energy, and physics of the universe.
It remains entirely unclaimed and undiscovered.

The world focuses back on the active office space of the Gremory mansion. In the room ten people sat and the Red headed girl who has her hands resting upon the table seems to be speaking.
"From experiencing the power and potential of Visions you all must have realized their worth. They are a way to gain not just instant increase in power but also a way to become much greater than one's previous self." The Red-haired girls voice casually sounded out, and with a raise of her hand a blank Vision manifested.
Slowly flipping the empty gray Vision between her fingers Rias began to speak once more, "Even just one of these is worth more than anything Riser could've ever provided to their family" her voice snarky as though about to laugh, "But, they clearly care about him even if it's only a little, as they are threatening us with pulling the phoenix tear supply, so let's "pay" for his life."
While speaking she placed the Vision she was fiddling with between her thumb and pointer finger as though about to flip a coin. With a flick of her thumb the Vision flipped into the air. As it flipped, the glass orb reflected a variety of colors, first it cycled through regular Vision colors, Red, Blue, light blue, light green, forest green, purple, and orange brown. Then on its final flip it flashed a sickly pale green with the symbol of a spirit wisp in its center, and as it went fully upright it vanished in golden particles.
"Uhm" bewildered by the spectacle issei raised his hand "Where did that Vision go and what type was it?"
"…Honestly? I don't know the exact location. While I was fiddling with it, I sensed a strong desire and ambition that was very familiar to the one I used to have so I granted them a Vision" her voice a thing of pure melancholy. If one were to look at her father, they could see his mouth open as to say something but closed it with a face of self-disappointment.
"That element though… it seems to correlate with a type of soul magic. I don't have any extra knowledge on it due to it being a new type of Vision, and even though I can't pinpoint the exact location but I can feel it's somewhere in Eastern Europe"

In a dark decrepit bedroom, a girl laid still on the bed that sat at the center of the room. She lays awake blankly staring up at the ceiling.
With a golden shimmer a pale sickly green marble like object with a wisp like fire in its center appeared above her face. It's ghastly green glow dying the room in its color.
Her already frail body now looking sickly due to the color radiating from the marble. Seeing the pendant like object the girl slowly began to sit up, her blonde hair flowing down across her face just below her shoulders.
As she fully sits upwards her once blank stare was now replaced with confusion, she had no clue what this thing was. Reaching out, her pale fingers slowly encircled the Vision though she doesn't yet know of that name.
As she grabbed it her sharp red eyes widened into saucers. Radiating from her fingers into the rest of her body energy surged. The energy that surged through her body was sharp, almost painfully so.
She winced at the slight sting but continued to hold on to the Vision, as the magical energy flowed through her, she began to understand her new capabilities.
Her once pure red eyes now flowing with a current of green. She is Valerie Tepes a dhampir, and among dhampir she is special due to her sacred gear, the sephiroth Graal.
The Sephiroth Graal is one of the thirteen Longinus class sacred gears created by the Biblical God. As a Longinus class sacred gear, it has the potential to give even the most mundane human the ability to kill a god.
The Graal itself allows for the viewing and manipulation of the very principles of "life" from being able to see the life signs of beings even in other dimensions to being able to revive the dead. Visions are granted based upon the user's affinity and personality, and due to Valerie's possession of the Graal her natural affinity which normally would be blood or Hydro was changed to that of soul. And though utilizing the full power of the Graal may have consequences upon it's wielder, there is no such thing for Visions.
Around Valerie's body ghostly green butterflies appeared, as their wings flapped ghastly shrieks resounded out.

"Either way, that doesn't really matter at this moment, not many supernatural factions live in those areas." Looking at her father Rias asked "So what do you think? Would this help with negotiations?"
Taking a moment to think Zoeticus replied "This will definitely help, it could actually be all we need, just feeling the divinity they can see the true value of the Visions."
Cutting in Sirzechs says "And if they want proof of their potential I can show them my own gains from obtaining a Vision." His voice filled with confidence but paused as he realized "But Rias, won't you have to reveal yourself for this to work?"
Hearing his concern Rias responded "Not at all." Lifting her hand a blank Vision appeared "I can create these blank Visions and set them to be bestowed to those who don't already have one when touched."
Hearing the simple solution, the people in the room were only slightly surprised as they realized that this power was really convenient.
Nodding in understanding Zeoticus says "We have another meeting with the Phenex scheduled later." Slowly standing up from his chair he continued "Rias, can you create three empty Visions for the meeting? Though in my own opinion just one is more than enough having more on hand should guarantee this agreement, and if they give one to their heir, Ruval, it'll simply be another boost for you."
Raising her hand once more, two blank Visions appeared in there usual golden shimmer "Of course." Standing up and handing the Visions over Rias says "I'll be heading back to the human world with my peerage, they need to start getting used to their new power and I need to talk to Sona as well."
Following her words her peerage began to stand from their seats as well and began to gather to her. Once they were all gathered a red magic circle with the Gremory insignia appeared below them.
And with a wave of her hand to wave goodbye she says, " Tell me how the netting goes" and with that she abs her peerage vanished in a flash of red.

{A/N}Well hello everyone I am back once again with another chapter, as you all know I graduated last Thursday and was busy afterwards.
Though I was planning to add more to this chapter I realized that would take a while and I haven't uploaded a chapter in like what 8 days? Idk but this chapter while it technically should've been longer I wanted to release a chapter so everyone knows I didn't die or anything lol.
The wheel is getting bigger as time passes currently has 85 things on it some more OP than others and as always you can suggest things for Rias to do, Powers to add to the wheel, (btw this includes things like equipment and specific abilities characters may have)Different worlds and other such things.
Next chapter will basically be wrapping up the situation with the Phenex, continuing the stuff with Valerie, the Rias Sona discussion, and the Rpeerage getting used to their visions, that may not be the exact order of things though.
I wonder if you guys can guess what the Primordial Sea will be used for, it should be obvious, I'm not good at making things too suspenseful I can tell. Ciao {A/N}
