As the City Lord, Hill also imparted a portion of his power to the city, so Agleya City inherently possesses some of the natural and water powers, which are highly detrimental to the Undead.

Unless Bane himself intervened, sending some high-level thieves and assassins like from Sanlin Tower might at most cause slight chaos among the Undead and the guards of the Elf City,but it wouldn't pose any serious trouble.
