The gang barely had 1,000 liters of energy water before, but after raiding the two gangs beside them, their stock of energy water increased to 24,000 liters.
The extra 23,000 liters were gained from the two gangs. This much energy water is a good thing for Legion, but it also created the problem of finding a safe place to keep it. This is why they turned to the Mindscape.
In total, they have 37,565 liters of energy water to store safely. This much occupied 752 kegs, each containing 50 liters.
They have to pour all 752 kegs into the Mindscape. This tedious activity and the training of their divine abilities were what they were busy with while the investigation of Celine's murder was going on.
